After your initial deployment to tag manager, you'll notice that every analytics rule in the tag manager includes a Consent Management condition.

This rule condition references a data element called Consent Management Filter:

This data element is set to always returns TRUE upon initial deployment:

Users have the option to update the data element in the tag manager with custom Javascript provided by the consent management platform which will conditionalize the analytics rules (i.e., have the data element return a value of FALSE when preventing the rules from executing is desired). Subsequent deployments to Tag Manager ignore any updates to the User Consent Opted In data element, so any updates made will not be overwritten.

Note that the User Consent Opted In data element can also be used to conditionalize your non-analytics rules.
